Job Description

horizont3000, on behalf of a consortium of four Austrian NGOs (CARE Austria, Caritas Austria, SOS Children’s Villages Austria, and horizont3000), is seeking an experienced consultancy to conduct a qualitative project review. This long-term initiative aims to strengthen Civil Society Organisations’ (CSOs) engagement in policy dialogue in Kenya, Uganda, and Tanzania. The review will assess effectiveness, sustainability, factors contributing to or hindering success, and transferability to other contexts after over ten years of implementation.

Requirements

  • Proven experience in conducting qualitative project reviews or evaluations, particularly in the context of civil society strengthening, policy dialogue, or governance projects in East Africa.
  • Strong understanding of Civil Society Organisations (CSOs) and their engagement in policy processes.
  • Expertise in qualitative data collection methods (interviews, focus group discussions) and analysis.
  • Familiarity with the socio-political context of Kenya, Uganda, and Tanzania.
  • Excellent analytical, report writing, and presentation skills in English.
  • Ability to work independently and manage a complex review process within specified timelines and budget.
  • Knowledge of Austrian Development Cooperation (ADC) guidelines or similar donor requirements (advantageous).

Responsibilities

  • Conduct a comprehensive qualitative project review of the four phases of the 'CSOs and Policy Dialogue' consortium project (2014 onwards).
  • Identify and analyze success factors and challenges that contributed to or hindered the sustainable anchoring of Capacity Development for Policy Dialogue in Kenya, Uganda, and Tanzania.
  • Assess the effectiveness and sustainability of CSOs' continuous influence on policy processes in the interest of marginalized communities.
  • Evaluate the Community of Practice (CoP) established in the current fourth phase and provide recommendations for potential follow-up measures.
  • Analyze criteria for the transferability of similar activities to other geographical regions or contexts.
  • Conduct document reviews of relevant project materials.
  • Perform qualitative data collection through online and physical field visits with partner organizations in Uganda (Kampala, Gulu, Fort Portal), Tanzania (Dar es Salaam), and Kenya (Nairobi, Marsabit, Kitale).
  • Prepare and submit a comprehensive review report with clear lessons learned, recommendations, and findings relevant for implementing partners, funding agency, and other donors.
  • Adhere to the agreed-upon methodology and conceptual framework outlined in the Terms of Reference (ToR).
